I believe kelp and other collectable plants like ribben plants respawn as well. Some resources do respawn while others don't. Be careful not to delete the cache files for the batch areas around your seabases or you might remove parts of them as well. If you delete the files in these folders you will effectively reset all of your map's resources. The Lost River was the only area that wasn't fairly open, and even that had openings big enough for a Cyclops to pass through fairly easily. The BatchObjects and CellsCache folders within your savegame folder have all of your terrain cache files in them. but they just didn't seem too hard to maneuver. I suppose it could have just been a lot of practice, seeing as mine was my main base in every one of my playthroughs over more than a hundred hours of playing.

I know a lot of people complained about how hard it was to drive, but I can't say as I ever really had a problem getting my Cyclops anywhere I wanted to go with it (Mushroom Caverns aside, the openings to that zone simply made it impossible). To be honest the thing I most wanted from an expansion or sequel to Subnautica was more options for larger subs (as in, more than just one), more customization options for those subs, and perhaps a few more end game deep zones they could be taken. Having a base you could take with you, and spend your travel time in, made a customized Cyclops one of the best parts of the game. You barely ever see it or spend time there. sure, but you spend almost every moment of your time playing AWAY from base. Not sure the game is going to be nearly as enjoyable without it. To be honest, I'm really going to miss the Cyclops.
